Abstract

Das Thema Mobilität/Verkehr besitzt für den europäischen Integrationsprozess eine zentrale Bedeutung. Ohne einen integrierten Verkehrsmarkt ist ein florierender gemeinsamer Binnenmarkt für Personen und Güter nicht vorstellbar. Der Verkehr löst jedoch negative externe Effekte wie Staus, Unfälle, Umweltverschmutzung, Lärm etc. aus. Verkehrsprognosen sehen einen weiter ungebrochenen Aufwärtstrend, insbesondere beim Straßengüterverkehr, der in der Arbeit im Fokus steht. Die Verkehrspolitik steht vor einem Dilemma: Wie kann sie die Verkehrsströme steuern? Politiker aller Couleur bemühen gerne das verkehrspolitische Leitbild „von Straße auf Schiene und Schiff“ und nennen Verkehrsverlagerung und Verkehrsvermeidung als Lösungsansätze. Straßenbenutzungsgebühren werden dabei als eines der wirkungsvollsten Instrumente angesehen. Sie sollen nachfragedämpfend wirken. Verkehrspolitik läuft als sehr spannungsreiches Wechselspiel zwischen deutscher und europäischer Ebene ab. Die Arbeit stellt am Beispiel Straßenbenutzungsgebühren/LKW-Maut dar, wie stark die europäische Wegekostenrichtlinie nationale Handlungsspielräume beschränkt. Dazu werden in zwei Fallstudien Rechtssetzungsprozesse auf europäischer und nationaler Ebene ausführlich beleuchtet und analysiert. Eine Einbeziehung externer Kosten in die Mautberechnung ist aufgrund verschiedener mitgliedstaatlicher Blockadestrategien im Ministerrat bislang nicht möglich. Mautgebühren basieren ausschließlich auf den Wegekosten. In der Arbeit zeigt sich, dass Straßenbenutzungsgebühren durchaus ein wichtiger Bestandteil im Instrumentenkasten einer modernen Verkehrspolitik sind, vor allem als Finanzierungsquelle. Das Schlüsselinstrument zur Lösung der gegenwärtigen Probleme im Politikfeld Verkehr sind sie nicht. Es wird deutlich, dass den Einwirkungsmöglichkeiten der Verkehrspolitik auf die komplexen Verkehrsprozesse Grenzen gesetzt sind. Sowohl die unterschiedlichen Systemeigenschaften der Verkehrsträger als auch externe Ursachen der Verkehrsentwicklung (Güterstruktur-/Logistikeffekt) bleiben in vielen Fällen unberücksichtigt. Ein nachhaltiger Verlagerungseffekt von der Straße auf die Schiene ist nur langfristig zu erwarten, und wird auch nur dann eintreten, wenn die Kostenbelastung nach dem Verursacherprinzip gelingt und deutliche Qualitätsverbesserungen vor allem im Schienenverkehr erreicht werden können.

Translation of abstract (English)

The topic mobility/traffic is of prime importance for the European process of integration. Without an integrated traffic market a prosperous common single market for persons and goods is not conceivable. However, the traffic causes negative external effects such as traffic jams, accidents, pollution, noise etc. In traffic forecasts there is a further unbowed rising tendency, especially in road transport, which is the main point of the thesis. The traffic policy is in a dilemma: How can it control the flows of traffic? All kind of politicians like to mention the overall concept concerning traffic policy “from road to rail and ship” and favor modal shift and avoiding of traffic as solutions. Road tolls are regarded as one of the most effective instruments. They should attenuate the demand. Traffic policy is an interplay with tensions on German and European levels. The thesis shows how much the European directive of transport expenses limits national scope of action, giving for example road tolls/charge for lorries. For that the processes of policy making on European and national level are examined and analyzed in detail in two case studies. An inclusion of external costs in the calculation of charges is not possible until now, because of different strategies of blockade of the member states. Charges are exclusively based on transport expenses. The thesis proves that road tolls are indeed an important part in the range of instruments of a modern traffic policy, especially for financing. They are not the key instrument in solving the present problems in the policy area “traffic”. It becomes obvious that there are set boundaries on the influence of traffic policy on the complex traffic processes. Both the different system qualities of the carriers and external causes of the development of traffic (effect of the structure of goods and of logistic) are not considered in many cases. A sustainable modal shift from road to rail is to be expected in the long-term and will only occur when the charging of costs succeeds according to polluter-pays-principle and clear quality improvements can be achieved especially in rail traffic.
