Abstract

Im Jahre 1991 vollzogen Argentinien, Brasilien, Uruguay und Paraguay mit der Gründung des “Gemeinsamen Marktes des Südens” (Mercado Común del Sur/MERCOSUR) einen wirtschaftspolitischen Paradigmenwechsel in Richtung Integration in die Weltwirtschaft und Nutzung komparativer Wettbewerbsvorteile. Regionale Integrationsprojekte wie der MERCOSUR sind jedoch nicht unumstritten. Gemeinsame Handelshemmnisse, wie zum Beispiel ein hoher Außenzoll, könnte durch induzierte Handelsumlenkungen auf die Wohlfahrt der Mitgliedsländer unerwünschte Auswirkungen haben. Ziel dieser Arbeit ist die empirische Überprüfung durch ökonometrische Analyseverfahren ob (1.) der MERCOSUR langfristig eher handelsschaffende oder handelsumlenkende Effekte hervorgebracht hat, wobei letztere empirisch nicht belegbar sind und ob (2.) eventuell nicht ausgeschöpfte Handelspotenziale im Außenhandel des MERCOSUR in einer gesamtamerikanischen Freihandelszone (Free Trade Area of the Americas/FTAA) und im Rahmen eines biregionalen Freihandelsabkommens mit der Europäischen Union (EU) vorhanden sind. Aus der Sicht des Jahres 2003 lassen sich solche unausgeschöpfte Handelspotenziale nicht identifizieren, so dass eine Aussage über einen „strategisch besseren Partner“ für den MERCOSUR nicht zu treffen ist.

Translation of abstract (English)

In 1991, Argentina, Brazil, Uruguay and Paraguay formed the foundation for the “Common Market of the South” (Mercado Común del Sur/MERCOSUR), an economic and political paradigm change towards the integration in the world economy and the use of comparative advantages. Regional integration projects like the MERCOSUR are however not undisputed. Common barriers to trade, like for example a high external tariff could, by induced trade diversion, have unwanted negative effects on the welfare of the member countries. The thesis at hand examines empirically through econometric approaches whether (1.) the MERCOSUR over the longer term produced more trade creating rather than trade diverting effects, though the latter are not empirically attestable. (2.) Against the background of the discussions around the creation of Free Trade Area of the Americas (FTAA) and the negotiations for an inter-regional free trade agreement between the MERCOSUR and the European Union (EU), the foreign trade patterns of these blocks are examined for possible not utilized trade potentials. From the view of the year 2003, these are not to be identified and a statement about a „strategically better partner“ for the MERCOSUR can not be made.
