Abstract

Open Educational Resources (OER) oder freie Bildungsressourcen sind Ressourcen, die vom Urheber für den Lernprozess frei zugänglich und möglichst auch adaptierbar unter einer offenen Lizenz zur Verfügung gestellt werden. Die Arbeit klärt Konzept und Herkunft der Open Educational Resources und erörtert Rahmenbedingungen wie urheberrechtliche Aspekte, politische und strategische Unterstützung sowie Finanzierungsmodelle. Im Mittelpunkt der Arbeit steht die Fragestellung, wie deutsche Lehrende Open Educational Resources wahrnehmen und aus welchem Grund sich die Open Educational Resources-Bewegung in deutschen Hochschulen wenig Resonanz gefunden hat. Der empirische Teil basiert auf leitfadengestützten Experteninterviews. Es wird nach Optionen und Hürden und auch nach der derzeit diskutierten Ausweitung der Open Educational Resources gefragt. Die Arbeit betrachtet Open Educational Resources als Innovation und wendet daher zur Interpretation der Ergebnisse einen Ausschnitt der Diffusionsforschungstheorie nach Rogers an. Die Ergebnisse werden auf Einflussgrößen untersucht, die sich auf Meinungsbildung und Entscheidung der Lehrenden an deutschen Hochschulen auswirken. Insgesamt werden die Eigenschaften der Innovation OER für eine Adoption seitens deutscher Lehrender derzeit kritisch gesehen, eine Erweiterung der Open Educational Resources und die Abkehr von der Konzentration auf Materialien erscheint sinnvoll.

Translation of abstract (English)

Open Educational Resources (OER) are resources that are offered under an open license by the creator for anyone to use freely and preferably also for re-purposing. This master’s thesis evaluates the origin and the concept of open educational resources and discusses general conditions such as legal aspects and political and strategic support as well as financing models. The central issue this thesis addresses is how German lecturers perceive Open Educational Resources and why so far the OER movement has had a relatively low level of response in German institutions of higher learning. The empirical part of the thesis is based on guided interviews with experts. Options and challenges and also the currently discussed topic of an expansion of the concept are enquired. Open Educational Resources are considerd as an innovation and therefore uses a part of Rogers Diffusion of innovations theory to interpret data. Findings are analysed for factors that effect the forming of opinion and the decision of German lectures. Altogether, the characteristics of the innovation for an adoption by German lectures are viewed critically at the current state. An expansion of Open Educational Resources concept and the departure from content and a shift in the direction of practices is considered sensible.
