abstract: Water sharing among the provinces of Pakistan is as much an economic challenge due to resource shortage as it is a political one due to the fabric and cohesion of this nation. This study provides an in-depth analysis of a long-standing dispute dating back to the colonial era which reaches beyond the allocation of a much-needed natural resource. It addresses the politics of water as well as water policies.

NOTE: Map in the appendix section depicts provincial boundaries and names as of 1991 (the year of the Water Apportionment Accord). For information on respective current names of provinces see the empirical section of the study.
