Abstract

Diese Arbeit untersucht nationale Ausgleichsprojekte (NP) im Klimaschutz bezüglich ihrer ökologischen Treffsicherheit, ihrer statischen und dynamischen ökonomischen Effizienz, ihrer Transaktionskosten sowie ihrer gesellschaftlichen und politischen Umsetzbarkeit. Hierfür werden NP definiert als unilaterale Klimaschutzprojekte, die in einem Land mit verbindlichem Treibhausgas-Emissionsreduktionsziel auf freiwilliger Basis durchgeführt werden. Projekt und Investor sind im gleichen Land angesiedelt und die Projektträger erhalten die gegenüber dem Business-as-Usual-Szenario zusätzlichen THG-Emissionsminderungen gemäß der Baseline-and-Credit-Methode in Form handelbarer Emissionsreduktionsgutschriften der zuständigen inländischen Instanz gutgeschrieben. NP stehen in einem engen Verhältnis zu den internationalen flexiblen Instrumenten des Kyoto-Protokolls und dem für 2005 geplanten EU-Emissionsrechtehandel. Daher wird die Ausgestaltung dieser Instrumenten vorgestellt und analysiert. Ein Vergleich legt Unterschiede und Gemeinsamkeiten von NP mit dem Clean Development Mechanism (CDM) und Joint Implementation (JI) offen. Die umweltökonomische Analyse ergibt, dass NP in Deutschland in Ergänzung insbesondere des EU-Emissionsrechtehandels eingeführt werden sollten. Dementsprechend werden Fragen der Implementierung von NP in Deutschland diskutiert: Als mögliche Absatzmärkte für nationale Emissionsreduktionsgutschriften werden der europäische und der internationale Emissionsrechtehandel identifiziert. Projektzyklus, Projektunterlagen, die Zusätzlichkeit (Additionality) der Emissionsreduktionen und die Aufstellung eines Referenzszenarions (Baseline) könnten sich an JI und CDM orientieren. Das Kriterium der Policy Additionality wird ausführlich analysiert. Neben dem Vorschlag eines Prüfschemas und allgemeinen, instrumentenspezifischen Ausführungen zur Policy Additionality werden die deutsche Klimaschutzpolitik in einer Policy-Matrix bezüglich ihrer Relevanz für NP systematisiert und mögliche Projekttypen abgeleitet.

Translation of abstract (English)

This paper examines national projects (NP) in climate protection according to their environmental effectiveness, their static and dynamic efficiency, their transaction cost and their social and political feasibility. NP are defined as voluntary, unilateral climate protection projects in a country with a binding greenhouse gas emission target, which lead to additional reductions in emissions compared to the business-as-usual scenario for which project developers are issued - according to the baseline-and-credit method - tradable emissions reduction credits by the responsible national institution. NP are closely related to the international flexible instruments of the Kyoto Protocol and the planned EU emissions trading system. For that reason the paper analyses these instruments. A comparison of NP with the Clean Development Mechanism (CDM) and Joint Implementation (JI) highlights differences and similarities of these flexible mechanisms. The economic analysis shows that NP should be introduced into the German policy mix. This recommendation leads to the discussion of some questions regarding the implementation of NP in Germany: the European and international emissions trade are identified as potential markets for national emissions reduction credits. Project cycle, project design document, determination of additionality and the baseline emission reductions can be implemented in accordance with the provisions for JI and CDM. The aspect of policy additionality is analysed in detail. Next to the proposition of a testing scheme and a general analysis of the types of instruments regarding their policy additionality for NP, the German climate change policy is systematically arranged in a policy-matrix according to its relevance for NP. Possible projects types fulfilling the policy additionality test are suggested.
