Abstract

Die vorliegende Arbeit untersucht den Umgang mit dem urbanen Kulturerbe im libanesischen Wiederaufbauprozess nach Ende des Bürgerkriegs 1991. Drei Fallstudien stehen im Mittelpunkt der Betrachtungen: 1.) Die Inwertsetzung historischer Gebäude beim Wiederaufbau des Beiruter Stadtzentrums im Rahmen privatwirtschaftlicher Planung. 2.) Die erfolglosen Bemühungen für den Schutz historischer Gebäude in den umliegenden Stadtvierteln, dem so genannten Perizentrum Beiruts, im Rahmen staatlicher Planung. 3.) Die geplante Aufwertung von Altstadtbereichen der fünf Kleinstädte Baalbek, Tripoli, Byblos, Sidon und Tyros im Rahmen eines Weltbankprojekts. Für jede dieser Fallstudien werden die unterschiedlichen Rahmenbedingungen herausgearbeitet und Maßnahmen für den Schutz der Gebäude beschrieben. Für das Stadt- und Perizentrum Beiruts werden zudem Zustand und Nutzung der historischen Gebäude dokumentiert. Die theoriegeleitete Interpretation der so erarbeiteten Erkenntnisse erfolgt anhand eines forschungsleitenden Modells, das aus einer Analyse der geographischen Literatur zu urbanem Kulturerbe hervorgeht. Es unterschiedet in drei Ebenen: 1.) Die stadtgeographische Ebene, in der es zu einer vergleichenden Bewertung des Umgangs mit den Rahmenbedingungen, der verschiedenen Planungen für den Schutz und des aktuellen Zustands historischer Gebäude kommt. 2.) Die kulturgeographische Ebene, in der die Frage beantwortet wird, für welche kulturelle Identität das urbane Kulturerbe steht. 3) Die politisch-geographische Ebene, in der Aussagen über die Machtverhältnisse zwischen Akteuren mit unterschiedlichen Verwertungsinteressen sowie über das Verhältnis staatlicher, privatwirtschaftlicher und zivilgesellschaftlicher Akteure abgeleitet werden.

Translation of abstract (English)

This dissertation describes the preservation of urban cultural heritage in Postwar Lebanon. It focuses on three case studies: 1) the renovation of historic buildings in the Beirut Central District under the control of the private company Solidere; 2) the failed attempts by governmental institutions to protect historic buildings in the pericentral districts of Beirut; and 3) the rehabilitation of the historic city centres in Baalbek, Tripoli, Byblos, Sidon and Tyre within the framework of a World Bank project. The dissertation examines the different general conditions and measures for the protection of historic buildings for each case study. For the central and pericentral districts of Beirut, it also gives a description of the historic buildings' present condition and use. The interpretation of the case studies investigates three levels of urban cultural heritage preservation that evolved from a review of preceding approaches to urban cultural heritage in human geography: 1) the level of urban geography, which compares the different general conditions, protection measures, and the buildings' condition and use; 2) the level of cultural geography, which examines the cultural identity expressed by the historic buildings; and 3) the level of political geography, which analyses the power relations between conflicting cultural identities and interprets the interplay of public, private and civic protagonists.
