Abstract

�Bevölkerungsentwicklung, Arbeitsmarkt und Rentenversicherung in Argentinien und Chile.� Die vorliegende Dissertation beschäftigt sich an den Beispielen von Argentinien und Chile mit den Auswirkungen sich ändernder Alters- und Arbeitsmarktstrukturen in Entwicklungsländern auf die Rentenversicherungssysteme und sie analysiert vergleichend die Reformen, mit denen auf die fiskalischen und sozialpolitischen Herausforderungen für die Alterssicherung in den beiden untersuchten Ländern reagiert wurde. Beide Länder sind insofern exemplarisch, als Chile häufig als erfolgreiches Modell für wirtschaftliche Reformen genannt wurde, während sich Argentinien in Folge unzureichender Reformfähigkeit von einem relativ fortschrittlichen Schwellenland zu einem internationalen Sanierungsfall entwickelt hatte. In Chile wurde bereits Anfang der achtziger Jahre des 20. Jahrhunderts eine grundlegende Reform eingeleitet, die sich konsequent an den Prinzipien Privatisierung und Risikovorsorge durch individuelle Kapitalbildung orientierte. In Argentinien wurde 1994 ebenfalls eine umfassende Reform der gesetzlichen Rentenversicherung in Gang gesetzt. Allerdings entschied man sich hier für ein Mischsystem aus Umlagefinanzierung, Kapitalstockverfahren und Solidaritätselementen. Der Erfolg dieser Reformen bleibt letztlich von der wirtschaftlichen Entwicklung der Länder abhängig, wobei selbst moderate Wachstumsraten in dieser Region nicht angenommen werden können.

Translation of abstract (English)

"Population development, labor market and pension insurance in Argentina and Chile" The dissertation deals with the effect of age structure and labor market on pension systems in developing countries, referring to Chile and Argentina. Especially, the fiscal and social policy reform programs are analyzed. Both countries are good examples as Chile was named a successful model for economic reforms while - as a consequence of inadequate reform-ability - Argentina had developed into an international redevelopment-case. In Chile already with the beginning of the 80ies basic reform conducted by the principles of privatization and risk-precaution was implemented. In Argentina a re-organization of the pension system also was started in 1994 based on mixture of pay-as-you-go financed pension systems, fully funded system and elements of solidarity. As a result it becomes obvious that the success of the reforms heavily depends on economic growth. However in this region not even moderate growth rates can be taken for sure.
