Abstract

Die Volksrepublik China ist derzeit eines der Länder mit den höchsten wirtschaftlichen Wachstumsraten. Gleichzeitig beinhaltet die Transformation des Wirtschaftssystems ein enormes Spannungspotenzial sowohl im politischen als auch im sozialen Bereich. Hinzu kommt, dass die Auswirkungen der Asienkrise auch im Transformationsprozess der VR China deutlich zu spüren sind. Seit Anfang der 90er Jahre ist das Wirtschaftswachstum in der VR China durch eine außerordentlich große Dynamik gekennzeichnet. Das Bruttosozialprodukt wuchs Anfang der 90er Jahre jährlich um durchschnittlich 9 Die hohe wirtschaftliche Dynamik der VR China steigert das Interesse ausländischer Investoren, wodurch China zu einem Magnet für ausländische Direktinvestitionen geworden ist. Inzwischen haben auch sehr viele deutsche Unternehmen Joint Ventures mit chinesischen Unternehmen gegründet. Gleichzeitig mit der Zunahme ausländischer Firmen steigt auch die Nachfrage nach hochqualifizierten Führungskräften in der VR China. Die Rekrutierung von einheimischen Führungskräften (local managers) rückt deshalb immer mehr in den Vordergrund. Bei deren vielen Vorteilen (geringere Kosten, Sprachkenntnisse, Kenntnisse von Kultur und Umwelt), scheinen bisher ihre Nachteile schwerer bewertet worden zu sein (andere Qualifikation, keine Stammhauserfahrung). Die typischen Merkmale und Einstellungen dieser chinesischen Führungskräfte sind noch weitgehend unbekannt. Sie stehen deshalb im Mittelpunkt der vorliegenden Untersuchung. Dabei richtet sich der Fokus auf ihre regionale Mobilität, ihre Karrieremobilität sowie ihre Einstellungen zu den Auslandsunternehmen und den ausländischen Führungskräften. Damit soll Licht in eine Gruppe gebracht werden, die bisher nur selten im Mittelpunkt des wissenschaftlichen Interesses stand. Außerdem soll ein Beitrag zum besseren Verständnis des Mobilitätsverhaltens der chinesischen Führungskräfte geleistet werden.

Translation of abstract (English)

Since the beginning of the 1990´s a transformation of the economic system has occured in the People´s Republic of China. In 1992, the Chinese government officially declared their economic system to be a market economy. In the mid 1990´s the People´s Republic of China has become one of the worlds´ biggest and most important trading nations. For this reason it attracts investors from all over the world, including Germany. The growing number of foreign funded companies is resulting in the increasing need for high qualified Chinese managers. These high qualified managers are right in the middle of the transformation process. They are determining the change of institutions and organisations as well as the values of persons and patterns of peoples socialisation. While spatial mobility was strictly limited, job mobility was also almost impossible. Until 1986, the system of the iron rice bowl was valid. This meant life-long employment. Since then people are mostly employed by contracts. This development has slowly led to the emergence of a national labour market, though not at all homogeneous. The most often cited reasons for job shifts of Chinese managers are improving their own career, increasing their income and reducing their dissatisfaction with their current workplace or company. For some managers the lack of responsibility at their job leads to job shifts. This is remarkable because western managers often complain about the unwillingness of Chinese managers to take responsibility. Trying to reduce the high turnover of Chinese managers has important economic implications for organisations. A positive and clear communicated career development as well as good payment are the keys in reducing the extremly high fluctuation.
