Abstract
Es ist noch immer nicht endgültig geklärt, wie fiskalische Dezentralisierung die Höhe und Struktur der öffentlichen Ausgaben beeinflusst. Diese Dissertation analysiert daher zwei zusammenhängende Fragen. Erstens werden die Auswirkungen der fiskalischen Dezentralisierung auf die öffentlichen Ausgaben untersucht. Zweitens wird analysiert, wie fiskalische Dezentralisierung die Anreize der politischen Entscheidungsträger beeinflusst, öffentlichen Ausgaben über Schulden zu finanzieren. Die Ergebnisse in dieser Dissertation zeigen, dass die Wirkungen der fiskalischen Dezentralisierung auf die Höhe der öffentlichen Ausgaben von der Ideologie der Zentralregierung abhängen. Darüber hinaus wird festgestellt, dass das Ausmaß der subnationalen Fiskalautonomie einen Einfluss auf die Finanzierungsstruktur der Staatsausgaben hat. Eine höhere subnationale Ausgabenautonomie reduziert die Staatsverschuldung, während subnationale Steuerautonomie nicht-lineare Effekt aufweist. Die Auswirkungen von kooperativen Elementen in einer föderalen Fiskalverfassung auf die Fiskalpolitik subnationaler Regierungen variieren mit den Charakteristika der einzelnen Gebietskörperschaften.
Translation of abstract (English)
It has not been conclusively determined how fiscal decentralization affects the size and structure of public expenditures. This dissertation therefore offers a new analysis of two related questions. First, the impact of fiscal decentralization on public expenditures is examined. Second, it is analyzed how fiscal decentralization affects the incentives of policy-makers to finance public expenditures with debt. The findings in this dissertation suggest that the effect of fiscal decentralization on the level of public expenditures depends on the ideology of the central government. Moreover, the extent of sub-federal fiscal autonomy is found to affect how expenditures are financed. Expenditure decentralization reduces public indebtedness, whereas tax decentralization is found to have a non-linear effect. The effect of cooperative federal institutions on the fiscal policy of subnational governments is found to vary with the characteristics of subnational jurisdictions.
