Abstract

This paper presents a comparison analysis among strategic planning and forecasting with considering the nexus in tourism industry. The relationship of modern planning approaches which have recently been evaluated in different dimensions, were analyzed through the use of qualitative research methods. The aim of this article is to examine how planning process influences decision makers, decision practitioners and tourism manager professionals in the tourism industry. Basically, the argument of this article is: the Hybrid Model which means public actors and private actors are equally participating, has an effective role at creating strategies, determining plans and forecasting models. In this context, the analyses illustrate that bilateral interactions cause legitimacy issue in the tourism industry. Albania was used to examine the contribution among state’s objectives and strategic plans and private actors in order to achieve common interests and advantages. Published secondary data and online resources were used in order to reinforce the hypothesis. Keywords: tourism planning, forecasting, strategic planning, hybrid model

Translation of abstract (Spanish)

Este texto presenta un análisis comparativo entre la planificación estratégica y la proyección considerando el nexo que existe entre ambas en la industria turística. El análisis de la relación de los enfoques modernos de planificación, evaluados recientemente en sus diferentes dimensiones, se realiza utilizando los métodos de investigación cualitativa. El objetivo de este artículo es verificar cómo el proceso de planificación influye en los tomadores de decisiones, en los implementadores de esas decisiones y en los gestores de la industria. Básicamente, el nudo de este artículo es el Modelo Híbrido,donde actores públicos y privados participan equitativamente y tienen un rol efectivo a la hora de crear estrategias, determinar planes y proyectar modelos. En este contexto, el análisis muestra que las interacciones bilaterales causan inconvenientes de legitimidad. Se utiliza el caso de Albania para analizar la interacción de los objetivos y planes estratégicos del Estado y de los actores privados a los efectos de lograr ventajas e intereses comunes. Para reforzar la hipótesis de trabajo, se utiliza tanto informacion alternativa como recursos online. PALABRAS CLAVE: planificación turística, proyección, planificación estratégica, modelo híbrido
