Abstract

Eines der zentralen Anliegen der Europaforschung besteht nach wie vor in der Erfassung der Funktionsweise des europäischen Mehrebenensystems, wobei häufig die Frage nach der Handlungsfähigkeit der EU im Vordergrund steht. Während sich die meisten Analysen des europäischen Mehrebenensystems auf die Rolle der Kommission als Initiator europäischer Politik, die Entscheidungsprozesse im Rat sowie die Interaktionsbeziehungen zwischen Kommission und Rat konzentrieren, gibt es bislang jedoch nur wenige Arbeiten, die die gestärkte Beteiligung des Europäischen Parlaments im EU-Entscheidungssystem berücksichtigen. In der vorliegenden Arbeit geht es deshalb um die systematische Untersuchung der Prozesse der Meinungsbildung und Entscheidungsfindung unter den Bedingungen des Mitentscheidungsverfahrens sowie die empirische Erfassung der für die Handlungsfähigkeit der EU relevanten Faktoren. An dem konkreten Beispiel der EU-Wasserrahmenrichtlinie können verschiedene Bedingungen aufgezeigt werden, unter denen auf europäischer Ebene nicht nur eine Einigung zustande kommt, sondern sogar ein innovatives und problemadäquates Ergebnis erzielt werden kann. Durch die detaillierte und weitestgehend aus der Perspektive der beteiligten Akteure vorgenommene Rekonstruktion des gesamten Entscheidungsprozesses wird ein realitätsnaher und lebhafter Eindruck von der Funktionsweise des europäischen Mehrebenensystems vermittelt.

Translation of abstract (English)

Recording the European multilevel system's mode of operation remains one of the core aims of European Studies, frequently placing special emphasis on the EU's ability to act. However, while most analyses of the European multilevel system focus on the role of the Commission as the initiator of European policy, decision-making in the Council and the interaction relations between the Commission and the Council, there are only a few works that take into account the strengthened participation of the European Parliament within EU decision-making. Therefore, this work focuses on a systematic study of the opinion-forming and decision-making processes under the co-decision procedure and on the empirical documentation of those factors relevant to the EU's ability to act. Taking the EU Water Policy Framework Directive as a concrete example, different conditions can be pointed out under which not only an agreement can be reached but even an innovative result that proves adequate for the problem. The detailed reconstruction of the entire decision process, carried out, as far as possible, from the angle of the actors involved, conveys a realistic and lively impression of the European multilevel system's mode of operation.
