Abstract

Zunächst wird als Ansatzpunkt für eine erweiterte Perspektive der verkehrsgeographischen Forschung vorgeschlagen, den Begriff Diskurs in der durch Foucault geprägten Verwendungsweise in die Verkehrsgeographie einzuführen. Das im Bereich der Thematik „Verkehr und Mobilität“ Geäußerte wird als Fragmente von Diskursen aufgefasst, welche als gesellschaftliche Texte rekonstruiert werden können. Die Diskurse werden als auf verschiedenen Ebenen vorliegende Wissensstrukturen mit entsprechend unterschiedlicher Reichweite angenommen. Die Interpretation von Diskursen als gesellschaftliche Texte öffnet sie für die Dekonstruktion, wobei hier an die Rezeption Derridas in den Literaturwissenschaften angeknüpft wird. Die vorgeschlagenen unterschiedlichen Ebenen der Diskursanalyse sind für ein differenziertes Vorgehen notwendig, da so das teilweise kaskadenartige Verhältnis der Diskurse zueinander berücksichtigt werden kann. Auf der Makro- und der Meso-Ebene der Analyse stehen Diskursstrukturen im Vordergrund; auf der Mikro-Ebene der Diskursanalyse steht dagegen der Diskursgebrauch im Mittelpunkt des Interesses, weshalb hier eine Verschneidung von Diskursanalyse und Handlungsforschung erfolgt. Hierbei wird an ein Handlungsmodell angeknüpft, das Struktur und Handlung miteinander verbindet, wozu eine Formulierung der Handlungstheorie durch Giddens aufgegriffen wird. Das in den Diskursen organisierte gesellschaftliche Wissen stellt aus der Perspektive eines Handelnden sowohl eine Regel als auch eine Ressource dar. Die Diskurse bestimmen einerseits das, was gesagt werden kann, andererseits findet ein Handelnder in ihnen auch einen Fundus legitimer Standpunkte. In dieser Arbeit stehen allerdings aus forschungspraktischen Gründen die Positionen kollektiver Akteure im Zentrum. Im Hinblick auf die Bahnreform mit ihren beiden Elementen Bahnstrukturreform und Regionalisierung stehen zunächst die entsprechenden Makro-Diskurse im Vordergrund. Bezüglich der Bahnstrukturreform ist dies der – bahnspezifische – Liberalisierungsdiskurs, mit Blick auf das zweite Element zunächst der Regionalisierungsdiskurs. Vor dem Hintergrund des mit der Bahnstrukturreform revidierten rechtlich-institutionellen Rahmens haben sich verschiedene Konflikte ergeben, von welchen für eine nähere Untersuchung die Diskussion um die „Trennung von Netz und Betrieb“ sowie diejenige um den „InterRegio“ ausgewählt wurden. Für diese Auswahl war entscheidend, dass sich die detailliert zu untersuchenden Diskussionen an den zentralen Strategien der Bahnstrukturreform – der Öffnung des Schienennetzes für den intramodalen Wettbewerb und der Substitution der staatlichen durch eine privatwirtschaftliche Unternehmensform – entzündeten. Spezifizierungen des bahnspezifischen Liberalisierungsdiskurses sind auf der nun betrachteten Meso-Ebene der Wettbewerbsdiskurs und der Privatisierungsdiskurs. Im Kontext der erwähnten Diskussionen traten neben diesen Diskursen im Zusammenhang mit der Liberalisierung marginalisierte Diskurse – erneut – zutage. Für die Diskussion um die „Trennung von Netz und Betrieb“ ist dies eine Wissensstruktur, die als Integrationsdiskurs bezeichnet wird, in der Diskussion um den InterRegio wird hier von einem Gewährleistungsdiskurs gesprochen. Zunächst wird die Struktur dieser Diskurse dargestellt, und im Anschluss daran auf der Mikro-Ebene, wie diese Wissensstrukturen in den beiden genannten Diskussionen durch die Konfliktparteien aufgegriffen und fortgeführt wurden. Die Regionalisierung als dritte Reformstrategie bündelt sowohl formelle als auch materielle Aspekte, d. h. sie stützt sich auf verschiedene Makro-Diskurse; die Regionalisierung ist nicht nur ein Ansatz zur Kompetenzverlagerung für den Schienenpersonennahverkehr (SPNV), sondern mit ihr verbinden sich auch bestimmte Angebotskonzeptionen. Die Diskussionen um die Umsetzung der Regionalisierung, welche an den Beispielen der Bundesländer Rheinland-Pfalz und Sachsen-Anhalt dargestellt werden, zentrieren vorwiegend die materiellen Aspekte dieser Reformstrategie. Nach einer Phase eines breiten Konsenses bezüglich der Entwicklung des regionalisierten Schienenpersonennahverkehrs (SPNV) beginnen sich seit der Jahrtausendwende wieder verstärkt Diskussion um den „richtigen“ SPNV abzuzeichnen, die letztlich an revitalisierte Wissensstrukturen aus den siebziger und achtziger Jahren bezüglich der Ausgestaltung des SPNV-Angebots anknüpfen. Unter den Begriffen Defensivstrategie-Diskurs und Offensivstrategie-Diskurs werden diese Wissensstrukturen auf der Meso-Ebene unter strukturellen Gesichtspunkten in ihrer aktuellen Form beschrieben, auf der Mikro-Ebene werden dann die konkreten Diskussionsprozesse in den Beispielbundesländern untersucht.

Translation of abstract (English)

The purpose of the dissertation is initially the proposal of a new theoretical framework for the geography of transportation. Practically this proposed new theoretical platform is used for an analysis of the development of the German railways after privatisation and general deregulation of the sector. Chapter A. has a focus on theory. After some critical remarks on temporary German geography of transportation and some general notes on the consequences of post-modern philosophy with special regard to the philosophies of Foucault and Derrida and their influence on the social and cultural science, the new theoretical framework will be evolved. The proposed theoretical framework is connected with the so called post-modern philosophy and the reception of this philosophy by other cultural sciences. Especially it is referred to the Foulcauldian discourse-theory and the theory of differences of Derrida and his special strategy of reading called deconstruction. At first the duality of the discourse-theory must be mentioned: On the one hand it is the theory of the existence of discourses, on the other hand it is a kind of practice of its description. From the philosophy of Derrida the description as a process of deconstruction is adapted. The first approach of discourse analysis is the description of the structure of a discourse; the second one is the analysis of the use of a discourse. Corresponding to these different approaches the research programme is elaborated with three different levels of analysis. With regard to the first approach there are two different levels of analysis. The macro-level is focused on discourses which represent a kind of global trend; the mid-level is about discourses connected with special conflicts. The micro-level is the way of analysis that belongs to the second approach and means the analysis of the use of discourse. This level needs a combination of discourse analysis and theory of action, which is adapted from the theory of Giddens. Methodically the whole proceeding stands in the tradition of qualitative analysis. It references to applications of these methods by the social and cultural science. After proposing a theoretical platform in the first chapter of the dissertation the empirical work is located in chapters B. to D. After a historical overview of the development of the railway system in Germany the Chapter B. has a focus on the discussion of the privatisation of the German state railway and the deregulation of the railway sector from the end of the 1980s to the mid of the 1990s. According to the theoretical platform the chapter is zoomed on the corresponding macro-discourse and also on the material artefacts. Especially the following chapter C. is connected with material artefacts of the railway reform. The chosen conflicts are the discussion of the institutional separation of transport from the infrastructure because of the guarantee of open access in the year 2001 and the discussion of the shutdown of parts of the network of the long-distance trains in the years 2001 and 2002. The first conflict is connected with the deregulation of the railway sector, the second with the privatisation of the railway company. Investigating theses conflicts different discourses become apparent. The different discourses on the mid-level are described at first, second their use by in the conflict involved collective actors is analysed. The latter is done on micro-level of discourse-analysis. In chapter D. the conceptual design of the German regional and local train-network after the deregulation of the railway sector at the beginning of 1994 and shifting the responsibility from the central state to the federal states in the year 1996 will be considered up to the end of year 2004. This shifting of responsibility respective the corresponding social consensus is interpreted as a macro-discourse because it is a national project with regard to the historical development of German railways as well as it has roots in the European Union policy on strategies to improve the systems of public transport in the member states. For the short distance trains a system of franchising with financial subsidies by the public authorities was established in Germany. But up to now the privatised former German state railway is still the main operator. Despite this situation as a consequentially result of the German way of privatisation some other train operating companies grow up and get the franchise for a single line or a regional network after a public invitation to tender. After these general notes on the now obligatory regional responsibility for the local trains the development will be described for the German federal states Saxony-Anhalt and Rhineland-Palatinate. Two elementary discourses will be elaborated and characterised, before the use of these discourses in the discussions about the development of regional trains will be considered.
